Annex I

Annex I—SSA Bylaws—Committee and Sub-Committee Plaforms

The Soaring Society of America, Inc., shall be organized into committees, each with a general area of responsibility. Each sub-committee within the committee shall carry out specific functions. Sub-committee chairmen are responsible to the Committee chairmen, who in turn are responsible to the Chair for all functions of that Committee.

In addition to the Committee chairmen, the Chair shall have reporting to him the General Counsel and the National Aeronautic Association representative.

Administrative Committee

The Administrative Committee shall be responsible for all activities of the Society related to management of the operating finances, operational planning and staff administrative functions.

Contest Committee

In accordance with the authority delegated to the Society from the Federation Aeronautique Internationale through the National Aeronautic Association, the Contest Committee shall be responsible for:

  1. The issuance of FAI Soaring Badge Awards.
  2. The approval and retention of FAI soaring records.
  3. The sanctioning of all soaring competitions in the U.S., including definition of rules for National and Regional contest, appointment of SSA officials, and retention of permanent records of the results.
  4. The organizing and managing of the official SSA team in international competitions.
  5. All conduct of business with the International Gliding Commission.


In addition, the Contest Committee shall be responsible for the encouragement of all aspects of competitive flying in the U.S. through the development of contest rules and equipment, issuance of competition numbers, and the accomplishment of other tasks that come to the attention of the Committee Chairman.

Technical Committee

The Technical Committee shall be responsible for rendering advisory service on technical matters to the Directors and members of the Society. It shall be responsible for initiating studies in the various technologies deemed of importance to members of the Society and shall assume responsibility for dissemination of information on various technologies to members of the Society.

To accomplish these responsibilities, each sub-committee of this Committee shall be responsible for submitting to the Publications Committee two papers per year dealing with their assigned subject matter.

The Technical Committee will cooperate closely with the Technical Section of OSTIV in facilitating the exchange of technical information between various countries.

Governmental Liaison Committee

The Governmental Liaison Committee shall be responsible for all activities which interface between the Society and regulating agencies. These responsibilities shall include comment on, and initiation of, proposed rule-making, in the realm of airspace, airworthiness, airman rules, and communications that impact on soaring activity.

Publications Committee

The Publications Committee shall be responsible for SSA publications, including the technical and editorial review of material submitted for publication in SOARING, the official journal of SSA.

It shall further be responsible for the editing and publishing of this journal on a regular publication schedule as approved by the Directors. These responsibilities shall also include the AMERICAN SOARING HANDBOOK, the SSA Calendar, TECHNICAL SOARING, and any regular newsletters.

Member Relations Committee

The Member Relations Committee shall be responsible for making known to the SSA Board of Directors and the office functions the needs of the various special interest groups which comprise much of the SSA membership. It shall be responsible for developing programs of benefit to these groups, making SSA membership more attractive. In particular, it shall serve as the SSA interface with its commercial operator members, other business members, SSA Chapters, and other clubs. The Member Relations Committee shall be responsible for SSA service and awards, and convention planning.

Development Committee

The Development Committee shall be responsible for the identification of desired member services, the election and allocation of Regional Directors, and the establishment of regional boundaries (subject to Board of Directors approval), promotional activities, and long range planning for the Society.

Affiliations and Divisions Committee

The Affiliates/Divisions Committee shall be responsible for liaison activities with special independent interest groups. This Committee is responsible for making known to the SSA Board of Directors the needs of the various special interest groups presently in existence and also for identifying and developing new sub-groups. In particular, it shall be responsible for liaison with the 1-26 Association, the Vintage Sailplane Association, the Sailplane Homebuilders Association, the Women Sailplane Pilots Association, the Self-Launching Sailplane Pilots Association, the National Soaring Foundation, the Collegiate Soaring Association, the National Soaring Museum, and other groups as may be identified from time to time.
