OSTIV— Organization Scientifique Et Technique Internationale Du Vol A Voile

OSTIV is the international organization that concerns itself with the scientific and technical aspects of soaring flight. It was formed in 1948 to succeed the pre-war ISTUS (Internationale Studienkomission fur Segelflug). ISTUS had also dealt with the sporting aspects of soaring, instigating the Silver and Gold Badge requirements and organizing international contests. OSTIV is an associate member of FAI and has as its primary activity the holding of a Congress at each World Soaring Championships at which technical and meteorological papers are read and problems discussed. These papers are subsequently published in the OSTIV Section of Technical Soaring.

Other publications of OSTIV include "OSTIV Airworthiness Standards for Sailplanes," "Static Stability and Control of Sailplanes," and "Sailplane Weight Estimation." Copies of most OSTIV publications may be purchased from SSA.

Individuals and clubs may join OSTIV as individual members. Membership includes receipt of Technical Soaring and OSTIV publications at cost. The address of the OSTIV Secretariat is: c/o Institute for Atmosphere Physics, DLR, D-8031 Wessling, Germany.

The affairs of OSTIV are conducted by a seven-member Board elected at each OSTIV Congress. Bernald S. Smith of SSA is a Board member. The President is Dr. Manfred E. OSTIV also administers a number of awards and issues diplomas for papers of particular value of OSTIV. From 1958 to 1968, an OSTIV Trophy (Prize) was awarded at each World Championships to the designer(s) of the Standard Class Sailplane, entered in the Championships, judged to be the best combination of inexpensiveness, simplicity and efficiency (good performance). At the 1970 OSTIV Congress it was agreed that the Standard Class was now so well established that competition for the OSTIV Trophy would be abandoned in favor of giving a prize for any significant structural improvement in sailplane design. The OSTIV Plaque/Klemperer Award is presented at each OSTIV congress to a person deemed to have made a noteworthy technical or scientific contribution to soaring flight. The Klemperer Award is a cash stipend derived from the interest earned by the Wolfgang B. Klemperer Memorial Fund, and was first awarded in 1958. The Fund is a trust fund administered by the SSA Trustees. Recipients have been as follows:
